SUBJECT: Dual Credit/Concurrent Enrollment Program: Compliance with the Powers and Responsibilities of the Purdue University Northwest Faculty

WHEREAS: As approved by the Board of Trustees, the Purdue University Northwest Faculty Senate has the general power and responsibility to adopt policies, regulations, and procedures needed to achieve the educational objectives of Purdue University Northwest and promote the general welfare of those involved in Purdue University Northwest’s educational processes; and

WHEREAS: As approved by the Board of Trustees, the Purdue University Northwest Faculty Senate has the specific power to review and approve the general requirements for the curricula of Purdue University Northwest leading toward undergraduate academic degrees, to develop curricula and course content, and to develop instructional and examination procedures; and

WHEREAS: The Assumed Practices of the Higher Learning Commission (CRRT.B.10.020) state that the Faculty participate substantially in:

  1. oversight of the curriculum—its development and implementation, academic substance, currency, and relevance for internal and external constituencies;
  2. assurance of consistency in the level and quality of instruction and in the expectations of student performance;
  3. establishment of the academic qualifications for instructional personnel; and,
  4. analysis of data and appropriate action on assessment of student learning and program completion;

and

WHEREAS: All Purdue University Northwest Dual Credit/Concurrent Enrollment coursework must represent the same quality and rigor of equivalent coursework offered for degree credit on any Purdue University Northwest campus as determined by the faculty of Purdue University Northwest; and

WHEREAS: The Dual Credit/Concurrent Enrollment Program at Purdue University Northwest was neither reviewed nor approved by the Purdue University Northwest Faculty; and

WHEREAS: At least 60% of the instructors currently teaching Purdue University Northwest Dual Credit/Concurrent Enrollment Program courses in participating high schools do not meet the minimum qualifications to teach at Purdue University Northwest; be it therefore

RESOLVED:

  1. That high school instructor qualifications, selection of textbooks, course materials, and the assessment of content mastery in Dual Credit/Concurrent Enrollment coursework must be approved and monitored by Purdue University Northwest Faculty; and
  2. That all high school instructors assigned Dual Credit/Concurrent Enrollment courses must meet the minimum requirements for teaching a Purdue University Northwest course, as established by the Purdue University Northwest Faculty Senate, no later than September 1, 2017. High school instructors assigned Dual Credit/Concurrent Enrollment courses must hold a master’s degree or higher in the discipline or subfield. If a high school instructor holds a master’s degree or higher in a discipline or subfield other than that in which he or she is teaching, that instructor must have completed a minimum of 18 graduate credit hours in the discipline or subfield in which they teach (from HLC Assumed Practice B.2.a.). The Purdue University Northwest Faculty Senate, however, approves that motivated high school Instructors currently teaching Dual Credit/Concurrent Enrollment courses who have not met all the required academic qualifications by September 1, 2017, may continue to teach those courses as long as they are committed to, and demonstrate progress toward, completing 75% of the required qualifications by September 1, 2018, with 100% completion of the required qualifications no later than September 1, 2019.
